This year, American Education Week will be celebrated this week, November 17th through November 21st.  The week is a time to honor everyone involved in the education process, celebrate the heritage of learning, and recognize excellence in education.  Each day has a different theme, as follows:
Monday, November 17th – Kickoff Day (introduction of theme)
Tuesday, November 18th – Family Day (parent(s)/guardian(s) invited to school)
Wednesday, November 19th – Education Support Professionals Day (honor school support staff)
Thursday, November 20th – Educator for a Day (community leaders serve as educators)
Friday, November 21st – Substitute Educators Day (honor substitute teachers)
 
Every year, the Board adopts a Proclamation designating American Education Week in Transylvania County.  As part of the celebration, the Board sponsors a free Thanksgiving meal for all current and retired school system employees.  The meals are provided in the school cafeterias, and volunteers from our Central Office staff help to serve the meals.  This year’s Thanksgiving Meal will be served on Wednesday, November 19th.
 
A motion is in order to adopt the attached Proclamation designating the week of November 17-21, 2025, as American Education Week in Transylvania County.

i.  Recognition of Former TCS Students’ Military Service - The Board wishes to thank the former students from Brevard High School, Rosman High School, and Davidson River School who are currently serving or who have previously served in the U.S. Military.  A list of names, a copy of which is posted on our website and is, also, provided on tonight’s handout, is read aloud twice a year in recognition of Memorial Day (May meeting) and Veterans Day (November meeting).  Tonight, we are honored to have our JROTC Cadets here to lead this proud tradition.

At the October 20, 2025, Board Meeting, Assistant Superintendent Dr. Brian Weaver presented the 13 policies (one of which has a second option) from the NCSBA Summer 2025 PLS Special Update as first-read information.  The policies are identified and summarized below. 
  • 1310/4002 – Parental Involvement.  Adds a reference to the new state law requirement regarding parental permission to share sleeping quarters with person(s) of other biological sex, other than member of immediate family, during school authorized activity or event.
  • 3210 – Parental Inspection of and Objection to Instructional Materials.  Clarifies that references to a parent include legal guardian and certain other caregivers; revises the parental materials review process to extend time based on volume or complexity of request; references Policy 3510; and adds the new state law requirements that all library book titles be accessible through a website homepage catalogue and that parents be allowed to identify books prohibited for use by their student.
  • 3320 – School Trips.  Per new state law, prohibits students from sharing sleeping quarters with anyone of other biological sex during a school trip unless (1) the subject in question is an immediate family member or (2) the parents of all students sharing the sleeping quarters have provided written permission to the school. 
  • 3510 – Religious-Based Exemptions from School Programs.  Addresses new state law requirements that (1) a student be excused from specific classroom discussions, activities, or assigned readings that the student, parent, or guardian believes would impose a substantial burden on the student’s religious beliefs or invade the student’s privacy by calling attention to the student’s religion; (2) to the extent practicable, students, parents, and guardians be notified in advance of upcoming discussions, activities, and readings; and (3) if excused from a discussion, activity, or reading, the student be provided an alternative activity or assignment aligned with the standard course of study.
  • 3620 – Extracurricular Activities and Student Organizations.  Per new state law, prohibits students from sharing sleeping quarters with anyone of the other biological sex during school-authorized activity or event unless (1) the subject in question is the student’s immediate family or (2) the parents of all students sharing the sleeping quarters have provided written permission to the school.
  • 4120 – Domicile or Residence Requirements.  Adds new statutory requirements in Section D regarding the enrollment of children of military families. 
  • 4318.OPTA – Use of Wireless Communication Devices.  Adds Section A and updates new Section B to incorporate legal requirements; and makes editorial changes throughout the policy.
  • 4318.OPTB – Use of Wireless Communication Devices.  Alternative policy that prohibits students’ possession and use of wireless communication devices for the duration of the school day (a “bell-to-bell” ban), subject to authorized exceptions.
  • 5024/6127/7266 – Emergency Epinephrine Delivery Systems Auto-Injector Devices.  Changes “epinephrine auto-injector device” to “epinephrine delivery system” in order to include epinephrine nasal sprays. 
  • 5070/5350 – Public Records – Retention, Release, and Disposition.  Updates the description of public record information in employee personnel files in accordance with a change to state law.
  • 6125 – Administering Medicines to Students.  Changes “epinephrine auto-injector device” to “epinephrine delivery system” in order to include epinephrine nasal sprays.
  • 6340 – Transportation Service/Vehicle Contracts.  References the criminal history check requirement in Policy 7100, Recruitment and Selection of Personnel. 
  • 7100 – Recruitment and Selection of Personnel.  Adds statutory information about criminal history checks; and reorganizes Section C.
  • 7820 – Personnel Files.  Updates the description in subsection F.1 of public record information in employee personnel files in accordance with a change to state law; creates a new Section G regarding information about central office employees that must be posted online.

Chief Academic Officer Carrie Norris will present the School Improvement Plans for 2025-2026 as first-read information.  An overview of Ms. Norris’ presentation is posted, which includes a link through which the individual Plans may be accessed.  Ms. Norris and our TCS Principals will field questions.  Board approval of the Plans will be sought at the December BOE Meeting.

Director Blake Tesnow will present a formal request to purchase 750 Chromebooks for TCS’ elementary school students (grades 3-5) per the District’s four-year equipment replacement plan.  The $279,418.12 purchase will leverage the Lenovo NC 204A Statewide Term Contract (ITS-400203).  Board approval is required for purchases in excess of $90,000.  The quote from Trafera has been reviewed by Board counsel and is available for public review on this site.  Mr. Tesnow will take questions from the Board.
 
A motion is in order to approve the purchase of 750 Chromebooks from Trafera in the amount of $279,418.12.

The Board of Education, as an elected representative body of the school system, wishes to provide a forum for citizens to express interests and concerns related to the school system.  In order that the Board may conduct an orderly meeting while providing an opportunity for input, individuals or groups may be heard by the Board in accordance with policy 2310, Public Participation at Board Meetings, or policy 2300, Board Meetings (subsection D.3).  
  • Each month, a part of at least one regularly scheduled Board meeting will be set aside for citizens to address the Board through public comment.  Board meetings, which include public comment, are a limited public forum.  The Board limits public comment to issues relevant to, and within the jurisdiction of, the Board of Education.  The Board will not discriminate based on the viewpoint expressed by speakers on permissible topics.  
  • A sign-up sheet will be available 30 minutes before the meeting begins for any individual or group to indicate their desire to address the Board. 
  • Each speaker will receive three (3) minutes to present comments.  Time will begin when the speaker reaches the podium.  The public comment session will not exceed 30 minutes total, except by majority vote of the Board.
  • The Board Chair will recognize speakers in the order in which they signed in.  Substitute speakers will not be permitted, and speakers may not donate any portion of their time to another speaker.  If a speaker is unable to present all of his or her information within the specified time limit, the speaker may provide the Board with additional information in written form.  If an unusually large number of people request to speak, a majority of the Board may decide to reduce the time for each individual or to require the designation of a spokesperson for each group of persons supporting or opposing the same positions.  At any time, the Board may establish additional procedures to ensure that public comment sessions proceed in an efficient and orderly manner.
  • Public comment is not a time for dialogue between individuals and Board Members or amongst individuals.  Board Members will not respond to individuals who address the Board, except to request clarification of points made by the presenter.  The Board does not transact any official business during public comment.  
  • Individualized personnel and student matters are confidential as provided in applicable federal and state law.  Such matters are within the jurisdiction of the Superintendent or designee to investigate and resolve or to make recommendations to the Board in accordance with law and Board policy.  In such matters, the Board of Education serves as an avenue for appeal and/or final decision in accordance with law and Board policy.  Therefore, public comment is not the appropriate forum for complaints related to identified school employees or students.
  • The Superintendent or designee shall make available policy and other relevant grievance procedures to any individual or group wishing to submit a complaint regarding an identified school employee or student.  In addition, nothing in policy prohibits the ability of a citizen to send the Board of Education comment in writing, which may be maintained as confidential in accordance with applicable law.  State and/or federal law may require disclosure of a written comment or complaint to any employee, student, or parent(s) of a student identified in the comment or complaint.
  • Except in cases of emergency, information received during presentations will not be acted upon at the time it is received.  It will take unanimous vote of the Board Members present to act on a presentation considered to be of an unusual or emergency nature at the time it is presented.
  • Personal attacks on school employees or Board Members are prohibited, and disruptions by any person or persons of a public meeting will be subject to action in accordance with G.S. 143-318.17. 
  • If the Board does not hold a regular meeting during a month, the Board will not provide a time for public comment at any other meeting held during that month, unless a majority of the Board votes to allow public comment at the meeting or unless the purpose of the meeting is a public hearing.

A. Good News Report

Award-Winning School Nutrition Department
Our outstanding School Nutrition Department has, once again, demonstrated its excellence by becoming the recipient of the Superior Site Award.  The award is designed to recognize Summer Nutrition Programs that go above and beyond to increase participation and engagement in their communities.  According to Director Janette Broda, the TCS School Nutrition Department received this award for expanding its already industrious Free Summer Meals program to include a mobile delivery route in both the Brevard and Pisgah Forest communities.  The award will be presented by the North Carolina Department of Public Instruction at the Hickory Metro Convention Center on Tuesday, November 18th.  We are very proud of the continued success of our School Nutrition Department!
 
Fall 2025 Varsity Sports Wrap-Up
Many of the Fall Varsity Sports have finished their seasons, and we wanted to share a summary of highlights and achievements, as follows:
Rosman High School (please see AD Jennifer McCall’s summary on our website for more details)
  • Volleyball – The women’s team placed 10th in the Smoky Mountain 1A/2A Conference and had impressive season wins over Summit Charter, Hiwassee Dam, and Blue Ridge Early College.  Senior Tristin Powell reached a career milestone by earning 1,000 digs! 
  • Golf – This Fall, Rosman High School debuted its first ever women’s golf team.  The team competed in tournaments across Western North Carolina against larger, more established teams, and exhibited composure and sportsmanship, while gaining great experience.  Team members Ferrah Blake and Kirsten McCall both earned All-Conference honors.
  • Cross Country – The team capped off a solid season by qualifying for the 2025 NCHSAA 1A State Championship, after having a strong showing at the West Regional.  Ella Grace McNeely posted a personal record of 23:16.6 in the 5k at the August 27th meet, while teammate Berklee Glover also impressed with a time of 23.56.9.  At the State Championship, Berklee ran the fastest time of all 1A freshman participants, finishing 15th overall, and Ella placed 26th.   
  • Football – The football team had its best season in years, securing two regular-season victories.   Their overall record does not accurately capture their successes this year, including impressive and decisive victories over East Henderson and Copper Basin.  For the first time in a decade, the Tigers earned the honor of participating in a playoff game, which they won over Bonnie Cone Leadership Academy by a score of 38-28.  The team's successful season ended with a round 2 playoff loss to South Davidson High School.
Brevard High School (information provided by The Broadcaster, the online newspaper of Brevard High School - https://thebroadcaster.org).
  • Cross Country – The men’s team won the Regional meet and went on to finish second out of 18 teams to be honored as the State Championship runner-up.  Junior Keaton Campbell was the Conference Champion, the Regional Champion, and he won the 4A Cross Country State Championship! He was also the recipient of the State Sportsmanship Award.  Additionally, Andrew Gorman placed 4th at State, and Coach Will Lindsey was voted the Conference Coach of the Year.  The women’s team finished second at the Regional Meet and seventh out of 17 teams at the State finals. 
  • Men’s Soccer – The men’s varsity soccer team was undefeated in the Mountain Eight 4A/5A conference until the last regular season game.  The team were the Conference Champions and finished conference play with a 13-1 record and a 15-5 overall record.  The team won their first two playoff games and are facing Ashe County High on November 12th in the third round.
  • Women’s Golf – Senior Olivia Hankey and Junior Shamira Mujica qualified for regional and represented BHS at the NCHSAA Regionals at Pilot Mountain.  Olivia also made the All-Conference team.
  • Football – The football team were Conference Champions and finished their entire regular season undefeated with a 10-0 record and a 7-0 Mountain Eight 4A/5A conference record!  The Blue Devils buried the West Stokes Wildcats 41-14 in the second round of the playoffs and are slated to take on the Burns Bulldogs in the third round on Friday, November 21st.  
  • Volleyball – The women’s varsity team made it to the third round of the State playoffs and ended their season with a conference record of 10-4 and an overall record of 20-11.
  • Tennis – The women’s team made it to the fourth round of the NCHSAA Team Duals, and Freshman Sophie Owen reached the semifinals of the NCHSAA 4A Individual State Championships in her historic debut.
Congratulations to all of the teams, coaches, and cheerleaders for proudly representing our high schools!  We also thank our communities for their unparalleled support.
