The board of education, as an elected representative body of the school system, wishes to provide a forum for citizens to express interests and concerns related to the school system.  In order that the board may conduct an orderly meeting while providing an opportunity for input, individuals or groups may be heard by the board in accordance with policy 2310, Public Participation at Board Meetings, or policy 2300, Board Meetings (subsection D.2).  
  • Each month, the first part of at least one regularly scheduled board meeting will be set aside for citizens to address the board through public comment. 
  • A sign-up sheet will be available 30 minutes before the meeting begins for any individual or group to indicate their desire to address the board. 
  • Each speaker will receive 3 minutes to present comments.  The public comment session will not exceed 30 minutes total except by majority vote of the board.
  • The board chair will recognize speakers in the order in which they signed in.  Substitute speakers will not be permitted and speakers may not donate any portion of their time to another speaker.  If a speaker is unable to present all of his or her information within the specified time limit, the speaker may provide the board with additional information in written form.  If an unusually large number of people requests to speak, a majority of the board may decide to reduce the time for each individual or to require the designation of a spokesperson for each group of persons supporting or opposing the same positions.  At any time, the board may establish additional procedures to ensure that public comment sessions proceed in an efficient and orderly manner. 
  • Board members will not respond to individuals who address the board except to request clarification of points made by the presenter.
  • Issues involving individual personnel or student matters are confidential and, therefore, are not appropriate for the public comment session.  Concerns related to personnel or student matters should be handled as a complaint and reported to the superintendent or designee.
  • Except in cases of emergency, information received during presentations will not be acted upon at the time it is received.  It will take unanimous vote of the board members present to act on a presentation considered to be of an unusual or emergency nature at the time it is presented.
  • Disruptions by any person or persons of a public meeting will be subject to action in accordance with G.S. 143-318.17. 
  • No solicitations will be allowed during public comment.
  • The board may choose to offer a second opportunity for public comment at the end of the meeting.  Sign-ups will not be required for the second public comment opportunity.
  • If the board does not hold a regular meeting during a month, the board will not provide a time for public comment at any other meeting held during that month, unless a majority of the board votes to allow public comment at the meeting or unless the purpose of the meeting is a public hearing.

Kindergarten Rally & Registration for 2022-2023
A reminder that a Kindergarten Rally will be held on Thursday, April 7 from 4:00 to 6:00 p.m. at Transylvania Parks and Recreation.  Kindergarten registration will be available in all our elementary schools on Tuesday, April 19 through Friday, April 22 from 8:30 a.m. to 2:00 p.m., and also from 4:00 to 6:00 p.m. on Thursday, April 21.  Starting school is an exciting experience for young children and we want to be sure it is a positive one.  All children who will be five (5) years old on or before August 31, 2022 are eligible to start kindergarten this fall.  Visit www.tcsnc.org/k for enrollment forms and more information. 
 
Governor’s School 2022
After a rigorous selection process, two Transylvania County Schools students have been selected from over 1700 nominees to attend the 2022 Session of the North Carolina Governor’s School.  Governor’s School is a four-week summer residential program for gifted and talented high school students, integrating academic disciplines, the arts, and unique courses on each of two college campuses.  Students are invited to attend through a competitive process after being nominated by their public school unit or non-public school.  Tuition is $500 per session and is paid by the student’s LEA.  Governor’s School West will be held at Winston-Salem State University in Winston-Salem, and Governor’s School East will be held at Meredith College in Raleigh.  Congratulations to the following students for being selected to the 2022 Governor’s School:

Transylvania County Schools 2022 Student Art Show
Please mark your calendars for the 2022 Student Art Show from April 6-30, 2022 at the Transylvania Community Arts Council, located at 349 S. Caldwell Street, Brevard.  Every spring TCArts and TCS arts teachers partner to showcase more than 200 works of art from talented young artists in grades K-12.  There will be a reception for schools, family, and friends on Thursday, April 7, from 4:00 to 6:30 p.m., and a public reception on Thursday, April 21, from 5:00 to 6:30 p.m.  Visit tcarts.org for more information.
 
April is Child Abuse Prevention Month
National Child Abuse Prevention Month recognizes the importance of families and communities working together to strengthen families and prevent child abuse and neglect.  Through this collaboration, prevention services and supports help protect children and produce thriving families.  Learn more at childwelfare.gov/preventionmonth.
 
Online Learning Path Applications for 2022-2023
Applications for the Online Learning Path (OLP) for the 2022-2023 school year are open through April 8, 2022.  This application is for a year-long commitment to the Online Learning Path for next year.  A new application is required even if your child participated in the Online Learning Path during the current school year.  To apply, visit Online Learning Path Applications.  A separate application must be submitted for each child.  For questions, please contact us at onlinelearningpath@tcsnc.org.
 
Public School Volunteer Week
Public School Volunteer Week, April 18-22, 2022, provides a yearly opportunity for schools and families to recognize the important contributions that parents, grandparents, and community members make in supporting student success.  From donating time and assisting with classroom activities, to tutoring and mentorship, volunteers spend countless hours nurturing and challenging students.  Be sure to thank the dedicated volunteers in your child’s school today!
 
National Administrative Professionals Day is April 27, 2022
Before there was a National Administrative Professionals Day, there was a National Secretaries Day, created in 1952.  We’ve come a long way, baby, but while the name has changed, the purpose remains the same—to celebrate the many contributions of these invaluable professionals.  The jobs of administrative professionals are incredibly diverse, and all require staying abreast of the latest technologies and best practices in their field.  Schools could not run without their office support professionals.  Not only do they know where everything is, they also know how to get it, how to do it, how to fix it, and how to make the trains run on time.  They are “in charge of thinking of things before people know they need them.”  Our thanks and appreciation to the Transylvania County Schools Office Support Professionals for all they do every day.   
 
North Carolina’s First Electric School Bus
Through the efforts of the Cherokee Boys Club (CBC) and the Eastern Band of Cherokee Indians Air Quality Program, the first fully electric school bus in North Carolina is serving the Cherokee Central Schools.  Cherokee is a great place to test the extreme conditions of bus travel as they have short and long routes, hot and cold weather, and mountain climbs as part of their daily drives.  Grant funding from the EPA will allow the CBC to add four more electric buses to the fleet, and their long-term goal is to be the first school system with an entirely electric fleet.  It is hoped that this will set the stage for other North Carolina school systems to move toward electric buses in the future.

Director Chris Whitlock will present a request to purchase 150 laptop computers within the district’s four-year rotation to replace teacher devices at Brevard Middle School and Brevard HIgh School.  The purchase will be made through a federal TIPS contract; therefore, an RFP is not required.  Board approval is required for purchases in excess of $90,000.  The quote from Trafera is attached.  Mr. Whitlock will answer any questions you may have. 
 
A motion is in order to approve the purchase of 150 laptop devices from Trafera in the amount of $127,939.88, pending review and approval by the board attorney.

08. FY23 Budget & Capital Update

Chief Finance Officer Gabi Frost will present a resolution regarding funding for the piping repairs at Pisgah Forest Elementary School, an application for lottery funding, three budget amendments, and updated preliminary budget documents for FY23.  The documents are attached.  Ms. Frost will answer any questions you may have.
 
A motion(s) is in order to approve the resolution for piping repairs at PFES and the application for lottery funding.
 
A motion is in order to approve the budget amendments for the State Public School Fund, Local Public School Fund, and the Federal Grants Fund as presented. 
 
Director Alan Justice will give an update on capital projects.  A capital outlay status report is attached.  Mr. Justice will answer any questions you may have.  
 
FEMA has completed their review and analysis of the damage to the baseball and football practice fields at Rosman High/Middle School.  The superintendent has secured the services of a qualified engineer to assess the damage and has provided this report to FEMA.  Total estimated costs to restore the fields to their previous condition is $192,873.25. 
 
FEMA has 2 options for reimbursement of expenses:
 
Option 1 Fixed Cost - FEMA has provided a fixed cost proposal for repairs.  The amount is for $188,601.00, of which $47,150.25 would need to be provided by the board.  FEMA’s reimbursement would remain the same regardless of the actual bid price.
 
Option 2 Reject Fixed Cost Offer – If the fixed cost offer above is rejected by the board or no action is taken within 30 days, FEMA will provide reimbursement on a strict actual cost basis.
 
The superintendent recommends the board reject the fixed cost offer and proceed on an actual cost basis.  By doing so the board would not need to provide any funds for the repairs, as long as the project scope remains as written in the grant application.  Dr. McDaris and Mr. Justice will answer any questions you may have.
 
A motion is in order to select an option for FEMA’s reimbursement of repairs to the baseball and football fields at Rosman High/Middle School.
