Every five years, local boards of education are required by G.S.115C-521(a) to submit their Facility Needs Assessment (long-range plans) to the State Board of Education.  School Planning, School Operations Division, developed a uniform reporting system to assist the local school units in preparing this list of needs.  The format used by the state is somewhat different than the Master Facilities Plan developed by Clark Nexsen, as were the costs associated with particular project needs.  In order to reconcile the two plans some rules of thumb were used:
  1. Dollar amounts were used as the basis of reconcilement.  Square footages and dollar/square foot figures were simply used to arrive at a final estimate.
  1. The state indicated that projects that were already "in the works" with funds available should not be included in cost estimates.  Therefore Brevard, High, Rosman High, and Rosman Middle are not included.
  1. Contingency and architect fees were calculated differently and have been reconciled through the project line items on a pro rata basis.
  1. Other soft costs were not accounted for separately in the state survey and have been reconciled through the project line items on a pro rata basis.
The Board of Education must review and approve the survey.  The Board of Commissioners must acknowledge the receipt and review of the survey, but are not required to approve.  The survey does not commit the Board of Commissioners to funding of any of the needs.  This item is on the Board of Commissioners agenda for December 4, 2020.
 
A motion is in order to approve the 2020-2021 DPI Facility Needs Survey for Transylvania County Schools.
