N.C.G.S. §115C-51 states that local boards shall provide at least one period for public comment per month at a regular meeting of the board. A sign-up sheet is available for public comment. A maximum of 30 minutes will be allotted for public comment at the beginning of the meeting and at the end of the meeting. Speakers will be asked to limit comments to 5 minutes each, unless there are more than six speakers per session, in which case the chairman may limit the time allotted to no more than 3 minutes per speaker. Speakers will be asked to refrain from discussing specific individuals by name in accordance with the North Carolina Open Meetings Law. No solicitations will be allowed during public comment. Sign-up is not required for the second public comment opportunity at the end of the meeting.

National Teacher Appreciation Week
The week of May 4-8, 2015 is designated as “Teacher Appreciation Week” across the nation. School organizations will have activities throughout the week to honor and thank teachers for all that they do. As a part of the celebration, the Transylvania County Association of Educators “Friends of Education” banquet will be held on May 20, 2015 at 6:00 p.m. in the Rogow Room of the Transylvania County Library. The “Teacher of the Year” luncheon will be held on May 15, 2015 at 11:30 a.m. in the Rogow Room. 
 
National Principal’s Day
May 1st is recognized annually as National Principals’ Day, a time to honor the hard work and leadership of school principals everywhere. National Principals’ Day is our opportunity to say “thank you” to these dedicated professionals and to share with the community all the great things that principals do to support the education of our most valuable resource—our students.
 
National School Nurse Day
Wednesday, May 6, 2015 is National School Nurse Day.  Join us in thanking our school nurses for all they do to provide health care to individual students and the school communities in our county.      
 
Duke Energy Grant
Duke Energy recently approved a $15,000 grant in support of the “TIME 4 Real Science” program at Brevard High School. Many thanks go to Duke Energy for their generosity and congratulations to Jennifer Williams and everyone who worked on the grant application.

The Board of Education wishes to thank the former students from Brevard High School, Rosman High School, and Davidson River School who are currently serving or have previously served in the U.S. Military. The attached list of names is recognized at every meeting and read aloud twice a year in honor of Veteran’s Day and Memorial Day. Additional names will be included as they are received.

At the April 20 meeting, Linda Carrillo, Spanish teacher at Rosman Middle School and Rosman High School, presented a request for approval of a student trip to Costa Rica in the summer of 2016. Dr. McDaris will make a recommendation for approval as a non-sponsored trip. Information about Costa Rica the trip is attached.

Policy GCN/B and policy 7950 were presented as first-read information at the April 20 meeting. They are presented for action at this time. Jeremy Gibbs will discuss revisions to policy 7950 and answer any questions you may have. 
 
Mr. Gibbs will also recommend that the Board waive policy IK-R for the 2014-2015 and 2015-2016 school years due to ongoing policy and accountability changes by the State Board of Education and Department of Public Instruction. The administration will develop an administrative procedure in lieu of policy IK-R.   The policy is attached.

Title I
Supplementary reading and math instruction for elementary students (based on poverty)
Title II A: Improving Teacher Quality
Fund for local school systems to use for staff development, ensuring all professionals are highly qualified, and for class size reduction
Rural Low Income Schools (RLIS)
Eligibility for RLIS if 20% or more the children ages 5-17 are from families with income below the poverty line. The performance goal is that schools make AYP after participating in the program for three years.
