N.C.G.S. §115C-51 states that local boards of education shall provide at least one period for public comment per month at a regular meeting of the board. A sign-up sheet is available for public comment. A maximum of 30 minutes will be allotted for public comment at the beginning of the meeting and at the end of the meeting. Speakers will be asked to limit their comments to 5 minutes each, except in the event there are more than six speakers per session, in which case the chairman may limit the time allotted to 3-5 minutes per speaker. Speakers will be asked to refrain from discussing specific individuals by name in accordance with the North Carolina Open Meetings Law. No solicitations will be allowed during public comment. Sign-up is not required for the second public comment opportunity at the end of the meeting.

Vera Cubero Presents at NCCAT
Vera Cubero, instructional technology facilitator for TCS and authorized Google Education trainer, led a group of educators at the North Carolina Center for the Advancement of Teaching (NCCAT) in January to help Davidson County teachers prepare for a rollout of Google Chromebooks in their schools. 
 
Shop Tools for RHS
Rosman High School recently received a generous donation of woodworking tools from Arthur and Sandra Dehon of Brevard. Mr. Dehon is a 1960 graduate of Brevard High School. The items donated were valued at $6,400 and included a 10” table saw, 14” band saw, 17” floor drill press, 8” jointer, 12” slide compound miter saw in a custom table-cabinet with supporting arms, a 13” heavy duty portable thickness planer in custom-made table-cabinet, a variable speed production router with table/cabinet, clamp rack and many clamps, custom-made woodworking bench, 6” bench grinder, bench vise, mobile wood rack, and a wall-mounted wood rack.
 
United Way Awards
Transylvania County Schools won three coveted awards at the United Way Awards Ceremony and Showcase on March 12. The school system won the Gold Sponsor Award for raising $6,000 in the 2014 campaign, more than double last year’s amount. The school system also achieved the highest dollar increase and the highest number of overall donors in payroll contributions for an organization. Congratulations to Scott Strickler who led the 2014 campaign for TCS.
 
PFES Read Across America
Students at Pisgah Forest Elementary School were given a two-week challenge to Read Across America, and instead they read around the world! Their original goal was to achieve 2,570 miles (1 page equals 1 mile). The actual number of pages read was 25,685! The distance around the world is 24,859. Way to go, PFE.

The Board of Education wishes to thank the former students from Brevard High School, Rosman High School, and Davidson River School who are currently serving or have previously served in the U.S. Military. The attached list of names is recognized at every meeting and read aloud twice a year in honor of Veteran’s Day and Memorial Day.  Additional names will be included as they are received.

The North Carolina High School Athletic Association requires local boards to grant permission to employ non-faculty individuals as head coaches of varsity or junior varsity teams. As a rule, the Transylvania County Board of Education approves all volunteer and contract coaches for Transylvania County Schools. The following individuals are submitted for approval as non-faculty coaches for spring sports 2015:

At the February 23 meeting, the Board reviewed options for converting the existing board policy manual to a new policy manual based on and aligned with the NCSBA Policies to Lead the Schools (PLS). Option 3 as described in the attached memorandum was recommended as the best choice by the administration and legal counsel. Jeremy Gibbs will present a contract for the conversion services and answer any questions you may have.  This summer, a representative from NCSBA will provide training for the new policy manual. 
 
A motion is in order to approve the contract with NCSBA for the Transylvania County Board of Education custom policy manual.

At the February 23 meeting, the Board reviewed the draft calendar for the 2015-2016 school year as recommended by the district Calendar Committee. Board members had concerns about the five teacher workdays that were scheduled before the first student day and recommended moving one or more of the workdays into the second semester in order to have more options for potential makeup days. The original 2015-2016 calendar (Draft 1) and a revised version (Draft 2) are attached for your review. Jeremy Gibbs will discuss the calendars and answer questions.

At the March 2 meeting, Dr. McDaris reported that the Rosman Board of Aldermen recently adopted a resolution asking the Board of Education to consider naming the Rosman High School football field in honor of Mr. William J. “Bill” Cathey.  The Board does not currently have a policy for the naming of facilities. Dr. McDaris will present a sample policy on naming facilities for the Board’s review and discussion.
