On February 18, the board reviewed an offer by the North Carolina Department of Transportation (NCDOT) to purchase a right-of-way at Brevard High School for a 10’ wide concrete sidewalk connecting the current sidewalk in front of the new gym and the driveway closest to Gallimore Road. The amount of the offer is $3,160 (the equivalent of $40,000 per acre). G.S. § 115C-518(b) allows the board to deal directly with NCDOT when dedicating property for rights-of-ways for roads, sidewalks, and utilities. Therefore, the requirements to declare the property surplus, offer to the commissioners, etc., are not required. The board postponed action on the offer pending answers to the two questions listed below and clarification regarding the project’s potential impact on bond construction. Mr. Barger will provide an update.
- Is there a possibility of adding lights along the sidewalk?
- Will there be bollards at either end to prevent cars from accessing the sidewalk?
The board may take action on the offer at this time.
