N.C.G.S. §115C-51 states that local boards shall provide at least one period for public comment per month at a regular meeting of the board. A sign-up sheet is available for public comment. A maximum of 30 minutes will be allotted for public comment at the beginning of the meeting and at the end of the meeting. Speakers will be asked to limit comments to 5 minutes each, unless there are more than six speakers per session, in which case the chairman may limit the time allotted to no more than 3 minutes per speaker. Speakers will be asked to refrain from discussing specific individuals by name in accordance with the North Carolina Open Meetings Law. No solicitations will be allowed during public comment. Sign-up is not required for the second public comment opportunity at the end of the meeting.

BES Hits “Home Run for Holmes”
On May 8, staff and students from Brevard Elementary School, members of the Brevard High School baseball team, the BHS Marching Band, and representatives from the Asheville Tourists gathered for a special “Home Run for Holmes” fundraiser and celebration for Holmes Desmelik family. Holmes, a kindergarten student at BES, has been undergoing treatment for a brain tumor for the past year, and he and his family have received an outpouring of love and support from students, staff, and the community. At the “Home Run” event, a gift of $12,323.84--all raised during a weeklong fundraiser--was presented to the Holmes Desmelik Fund through Eblen Charities. The money will be used to help the family as it addresses Holmes’ medical needs. Brevard Elementary School wishes to thank the many organizations and businesses whose generous gifts of money and prizes ensured that 100% of fundraiser donations would go to the Desmelik fund. 
 
National Technical Honor Society
Forty-two seniors and ten juniors were recently inducted into the National Technical Honor Society (NTHS) during a ceremony held in the Rogow Room. Candidates for induction must be nominated by a member of the Career-Technical Education (CTE) faculty and evaluated for membership using demanding criteria. Selection requires a high overall GPA as well as in CTE courses, completion of a CTE pathway, membership in a CTE club, and evidence of the critical workplace values of honesty, responsibility, initiative, teamwork, productivity, leadership and citizenship. Inductees are awarded purple and white honors cords to be worn at graduation individually and/or with other cords they may have earned as an indication of achievement and leadership.     
 
RHS Sophomore Wins National Art Award
Earlier this spring, Rosman High School student Camron Hoxit became a national winner in the Scholastic Art and Writing Awards Competition. This is the 91st year of the prestigious arts competition, which gives high school students the chance to showcase their work and be recognized nationally for their talent. At the regional competition in Asheville, Cameron received a Gold Key Award for his graphite portrait titled Grumbling.   Winning at regionals allowed Camron to participate in the national competition, where he won a Silver Key Award and an invitation to the national awards ceremony held at Carnegie Hall. Because attendance at the national ceremony is parceled out on a lottery basis with only a percentage of medalists getting a seat, Camryn unfortunately did not win a ticket to the event; however, his piece will be published in a book of award-winning works. Camron’s art teacher, Amy Schoenacher, predicts that this talented sophomore will get to the nationals again before he graduates. Grumbling was on display at the Asheville Art Museum from January through March. It may be viewed online at www.ashevilleart.org/artists/camron-hoxit/.
 
BHS National Honor Society
Ten students were inducted into the Brevard High School chapter of the National Honor Society (NHS) on May 14 during a ceremony held in the high school media center. Brevard High School inductees must maintain a weighted 3.75 GPA, show evidence of completed volunteer or service hours, and demonstrate positive conduct and leadership roles in school and the community. Congratulations to the new BHS inductees for 2015-2016: Lea Allbaugh, Samantha Baughman, Haley Clark, Noah Graham, William Colter Hall, David Howell, Samuel Kicklighter, Dustin Newton, Marlene Pulido, and Katherine Russell.

The Board of Education wishes to thank the former students from Brevard High School, Rosman High School, and Davidson River School who are currently serving or have previously served in the U.S. Military. The attached list of names is recognized at every meeting and read aloud twice a year in recognition of Veteran’s Day and Memorial Day. Additional names will be included as they are received.

The Child Nutrition Procurement Plan that was adopted in 2014 calls for a list of goods and services that will go out for bid to be provided to the Board of Education each year. Invitations for Bid (IFB) are utilized if the amount of purchase is more than $90,000. Requests for Proposals (RFP) are used when informal procurement procedures are followed for purchases under $90,000. A summary of the bid results for the 2015-2016 year is attached. Carolyn Barton will review the bids and answer any questions you may have.

At the June 2 meeting, Leca Chapman presented an update on the Career-Technical Education (CTE) program and the CTE strategic plan for 2015-2016. A copy of the executive summary is attached. The full strategic plan and performance results may be viewed online at http://ctelps.dpi.state.nc.us using the username “guest” and password “guest.” Ms. Chapman will answer any questions you may have.

Each June, the Board must adopt an interim budget resolution in order to pay salaries and normal operating expenses after June 30 of the current fiscal year until the adoption of the final budget resolution for the new fiscal year that begins on July 1. The interim budget resolution for FY16 is attached.
