N.C.G.S. §115C-51 states that local boards of education shall provide at least one period for public comment per month at a regular meeting of the board. A sign-up sheet is available for public comment. A maximum of 30 minutes will be allotted for public comment at the beginning of the meeting and at the end of the meeting.  Speakers will be asked to limit their comments to 5 minutes each, except in the event there are more than six speakers per session, in which case the chairman may limit the time allotted to 3-5 minutes per speaker. Speakers will be asked to refrain from discussing specific individuals by name in accordance with the North Carolina Open Meetings Law. No solicitations will be allowed during public comment. Sign-up is not required for the second public comment opportunity at the end of the meeting.

Black History Month
The month of February is recognized annually as “Black History Month” in the United States, Canada, and the United Kingdom.  Classes throughout the Transylvania County Schools will have activities in February recognizing the important people and events of the Civil Rights movement and the contributions and accomplishments of African-Americans in every area of endeavor in history.
 
National School Counseling Week
The week of February 2-6, 2015 was recognized as National School Counseling Week in celebration of the unique contribution of professional school counselors within U.S. school systems. We salute our local school counselors and the tremendous impact they have in helping students achieve school success and planning for a career.
 
Western District Bands
The students listed below competed against hundreds of other musicians from fifteen Western North Carolina counties to earn seats in the Western District Bands, held at Tuscola High School on January 22 (high school) and January 24 (middle school). Musicians were scored on three criteria:  scales/rudiments, prepared solo, and sight-reading. The Western District Bands perform in concert at the Western Carolina University Performing Arts Center on February 14. Students with an asterisk (*) received high scores and an invitation to audition for All-State Honor Band on March 7 in Davidson County.  All-State winners will be invited to the All-State Honor Band Clinic on May 1-3 at UNC-Greensboro.

Transylvania County Schools will apply for a waiver with the State Board of Education for our teachers not to participate in the Analysis of Student Work process for the 2014-2015 school year. Analysis of Student Work (ASW) is a process to collect data to populate Standard 6 for educators teaching in grades/subjects where there is no End-of- Grade (EOG), End-of-Course (EOC), Common Exam, or Career Technical Education (CTE) assessment. It involves the collection of student work to document student growth. Brian Weaver will discuss the ASW process and the rationale for the waiver request.

Jeremy Gibbs will present the school improvement plan for Rosman High School for 2014-2016. The plan has been revised since its first review in December. Mr. Gibbs will answer any questions you may have.

In the spring of 2014, the Board reviewed a draft calendar for the 2015-2016 school year (see attached) as recommended by the district Calendar Committee. No changes have been made to the proposed calendar since that time, and the draft has been available on the district website for review since February 2014. Jeremy Gibbs will review the calendar and answer any questions you may have.

Attached for your information is a memo from Janine Murphy, Assistant Legal Counsel to the North Carolina School Boards Association (NCSBA) outlining options for converting the existing board policy manual to a new policy manual based on and aligned with the NCSBA Policies to Lead the Schools (PLS). A sample contract and description of the scope of work is attached. Staff and legal counsel’s recommendation would be Option 3 as described in the memo. 
 
Jeremy Gibbs will discuss the conversion options and answer questions from the Board. Action on the contract will be requested at the next regular meeting.

As discussed at the work session/planning retreat on February 2, Jeremy Gibbs will present a proposal from the Institute for Transportation Research and Education (ITRE) at North Carolina State University for an Integrated Planning for School and Community (IPSAC) Limited Study for Transylvania County Schools. The IPSAC study would provide a ten-year forecast of school membership and general population trends in Transylvania County. Mr. Gibbs will review the proposal and answer any questions you may have. A copy of the proposal is attached.
 
The Board may take action on the IPSAC proposal at this time.
