E. Policy: Summer 2025 Special Custom Policy Updates

Assistant Superintendent Dr. Brian Weaver will present 13 policies (one of which has a second option) from the NCSBA Summer 2025 PLS Special Update as first-read information.  Dr. Weaver will answer questions from the Board following the policies review.      
 
A motion would be in order to accept the 13 policies (including one alternate policy option), identified and summarized below, as first-read information:
  • 1310/4002 – Parental Involvement.  Adds a reference to the new state law requirement regarding parental permission to share sleeping quarters with person(s) of other biological sex, other than member of immediate family, during school authorized activity or event.
  • 3210 – Parental Inspection of and Objection to Instructional Materials.  Clarifies that references to a parent include legal guardian and certain other caregivers; revises the parental materials review process to extend time based on volume or complexity of request; references Policy 3510; and adds the new state law requirements that all library book titles be accessible through a website homepage catalogue and that parents be allowed to identify books prohibited for use by their student.
  • 3320 – School Trips.  Per new state law, prohibits students from sharing sleeping quarters with anyone of other biological sex during a school trip unless (1) the subject in question is an immediate family member or (2) the parents of all students sharing the sleeping quarters have provided written permission to the school.
  • 3510 – Religious-Based Exemptions from School Programs.  Addresses new state law requirements that (1) a student be excused from specific classroom discussions, activities, or assigned readings that the student, parent, or guardian believes would impose a substantial burden on the student’s religious beliefs or invade the student’s privacy by calling attention to the student’s religion; (2) to the extent practicable, students, parents, and guardians be notified in advance of upcoming discussions, activities, and readings; and (3) if excused from a discussion, activity, or reading, the student be provided an alternative activity or assignment aligned with the standard course of study.
  • 3620 – Extracurricular Activities and Student Organizations.  Per new state law, prohibits students from sharing sleeping quarters with anyone of the other biological sex during school-authorized activity or event unless (1) the subject in question is the student’s immediate family or (2) the parents of all students sharing the sleeping quarters have provided written permission to the school.
  • 4120 – Domicile or Residence Requirements.  Adds new statutory requirements in Section D regarding the enrollment of children of military families. 
  • 4318.OPTA – Use of Wireless Communication Devices.  Adds Section A and updates new Section B to incorporate legal requirements; and makes editorial changes throughout the policy.
  • 4318.OPTB – Use of Wireless Communication Devices.  Alternative policy that prohibits students’ possession and use of wireless communication devices for the duration of the school day (a “bell-to-bell” ban), subject to authorized exceptions.
  • 5024/6127/7266 – Emergency Epinephrine Delivery Systems Auto-Injector Devices.  Changes “epinephrine auto-injector device” to “epinephrine delivery system” in order to include epinephrine nasal sprays. 
  • 5070/5350 – Public Records – Retention, Release, and Disposition.  Updates the description of public record information in employee personnel files in accordance with a change to state law.
  • 6125 – Administering Medicines to Students.  Changes “epinephrine auto-injector device” to “epinephrine delivery system” in order to include epinephrine nasal sprays.
  • 6340 – Transportation Service/Vehicle Contracts.  References the criminal history check requirement in Policy 7100, Recruitment and Selection of Personnel. 
  • 7100 – Recruitment and Selection of Personnel.  Adds statutory information about criminal history checks; and reorganizes Section C.
  • 7820 – Personnel Files.  Updates the description in subsection F.1 of public record information in employee personnel files in accordance with a change to state law; creates a new Section G regarding information about central office employees that must be posted online. 
Second-read approval is tentatively scheduled for the November 17, 2025, Board Meeting.

Assistant Superintendent Dr. Brian Weaver will review recommended, local amendments to Policy Code:  4400 Attendance.  The existing Policy may be viewed in our online Policy Manual.  Dr. Weaver will discuss the proposed revisions and field Board questions.
 
A motion would be in order to approve the proposed changes to Policy Code:  4400 Attendance as first-read information or to approve the revised Policy upon first read, as proposed.
