The board of education, as an elected representative body of the school system, wishes to provide a forum for citizens to express interests and concerns related to the school system.  In order that the board may conduct an order meeting while providing an opportunity for input, individuals or groups may be heard by the board in accordance with policy 2310, Public Participation at Board Meetings, or policy 2300, Board Meetings (subsection D.2).  
  • Each month, the first part of at least one regularly scheduled board meeting will be set aside for citizens to address the board through public comment. 
  • A sign-up sheet will be available 30 minutes before the meeting begins for any individual or group to indicate their desire to address the board. 
  • Each speaker will receive 3 minutes to present comments.  The public comment session will not exceed 30 minutes total except by majority vote of the board.
  • The board chair will recognize speakers in the order in which they signed in.  Substitute speakers will not be permitted and speakers may not donate any portion of their time to another speaker.  If a speaker is unable to present all of his or her information within the specified time limit, the speaker may provide the board with additional information in written form.  If an unusually large number of people requests to speak, a majority of the board may decide to reduce the time for each individual or to require the designation of a spokesperson for each group of persons supporting or opposing the same positions.  At any time, the board may establish additional procedures to ensure that public comment sessions proceed in an efficient and order manner. 
  • Board members will not respond to individuals who address the board except to request clarification of points made by the presenter.
  • Except in cases of emergency, information received during presentations will not be acted upon at the time it is received.  It will take unanimous vote of the board members present to take action on a presentation considered to be of an unusual or emergency nature at the time it is presented.
  • Disruptions by any person or persons of a public meeting will be subject to action in accordance with G.S. 143-318.17. 
  • Complaints about the performance of school personnel, implementation of board policy, the quality of the educational program, or school facilities should be submitted initially for a response to the school system official responsible for the program or facility or to the superintendent.  The superintendent or designee shall make available policy 2310, Public Participation at Board Meetings, and other relevant grievance procedures to any individual or group submitting a complaint.
  • The board may choose to offer a second opportunity for public comment at the end of the meeting.  Sign-ups will not be required for the second public comment opportunity.
  • No solicitations will be allowed during public comment.

NCWIT Rising Star Award
Mia Hughes, Brevard High School ninth grader and North Carolina School of Science and Mathematics (NCSSM) Stem Scholar, won the 2019 Rising Star Award for the NC Western Region from the National Center for Women & Information Technology (NCWIT).  Charlotte Dungan, her NCSSM Computer Science Instructor, recommended Mia for this honor.  The NCWIT Aspirations program opens the door to range of support and scholarship opportunities through a variety of programs.  Mia will be presented her award at a ceremony in Charlotte on April 6.

National School Breakfast Week
The week of March 4-8, 2019 is “National School Breakfast Week.”  This year’s theme, “Start Your Engines with School Breakfast,” is designed to show the benefits of fueling up for the day with a healthy school breakfast.  We encourage everyone to show their thanks to our school nutrition staff who provide nutritious meals to hundreds of children every day.      
 
Social Workers Month
The official theme for this year’s Social Worker Month in March 2019 is “Social Workers:  Elevate Social Work.”  School social workers confront increasingly challenging issues facing students, families, and communities.  Their work in crisis intervention, conflict resolution, and behavior management helps children gain the social understanding needed to find academic success and positive strategies for life.  We thank these dedicated professionals for their contributions helping equip children for the future and bringing good to our society.     
 
Music in Our Schools Month
March is “Music in Our Schools Month” nationwide.  This month-long recognition is an opportunity to celebrate the many benefits that school music programs bring to students of all ages and the community.  At a time when many school music programs are facing budget cuts, we continue to support our music and arts programs.  Please join us in supporting music educators for all they do to enrich learning and bring music into our lives.    
 
National Read Across America Day
The National Education Association’s “Read Across America” is an annual reading motivation and awareness program that calls for every child to celebrate reading on March 2, the birthday of beloved children’s author Dr. Seuss.  Every year, TCS educators and supporters are invited into elementary classrooms to read their favorite childhood books to students, an event that some describe as their favorite day of the year.  As Dr. Seuss says, “You’re never too old, too wacky, too wild, to pick up a book and read with a child.”

The recommended calendar for the 2019-2020 school year is presented for review and approval.  This year’s calendar committee was comprised of parents, teachers, and a high school student representative.  Draft calendars were taken back to each school where feedback was gathered.  The proposed calendar is closely aligned with our current school calendar in regards to early release dates, a mid-week start for students, and teacher workday dispersal.  Dr. Brian Weaver will review the calendar and answer any questions you may have.  The draft calendar is attached.

09. Offer to Purchase Right-of-Way

On February 18, the board reviewed an offer by the North Carolina Department of Transportation (NCDOT) to purchase a right-of-way at Brevard High School for a 10’ wide concrete sidewalk connecting the current sidewalk in front of the new gym and the driveway closest to Gallimore Road.  The amount of the offer is $3,160 (the equivalent of $40,000 per acre).  G.S. § 115C-518(b) allows the board to deal directly with NCDOT when dedicating property for rights-of-ways for roads, sidewalks, and utilities.  Therefore, the requirements to declare the property surplus, offer to the commissioners, etc., are not required.  The board postponed action on the offer pending answers to the two questions listed below and clarification regarding the project’s potential impact on bond construction.  Mr. Barger will provide an update. 
  1. Is there a possibility of adding lights along the sidewalk?
  2. Will there be bollards at either end to prevent cars from accessing the sidewalk?
The board may take action on the offer at this time.

The 2019 summer schedule for central services and other administrative offices is presented as information.  Forty-hour work weeks consisting of four 10-hour days will begin on Monday, June 17 and end on Friday, August 9.  Offices will be open 7:00 a.m. to 5:00 p.m. Monday through Thursday and closed on Fridays.  Offices also will be closed on Thursday, July 4, for the Independence Day holiday.  The regular five-day schedule will resume on Monday, August 12.  The summer calendar is attached.
